In a world with no true freedom, only a hand full of people can break the rules. Meta Humans with no care come to Earth and stand in the way of Humans one true problem; the unequals. They are described in this manner because they are unhuman like in many contributes, like being stronger and more outrageous, however they will never be equal to the gods who protect the humans, the heroes.
