Sure the agency has been banned but it still worked. they work secretly and change name into "Ronpa Community". only several people know the community because it was deep down in the deep web. They targetting several people for their experiments, and they somehow called them "the special one". Every humans that have been experimented can be free and live in the town. they have some sort of tattoo in their hand that means a mark for the "Ronpa Community", but with one thing. They never live normal ever again.and now theyre seeking for one people to their new experiment and it was the most dangerous of all.
and unfortunately F/N L/N is the one.
But she manages to escape.

An Izuku Yagi story. During his Preschool days, he was ignored for being, as what society refers to as 'Quirkless'. All but 5 ignored him. They bullied him instead. Those were his sister, and his other childhood 'friends', the Bakugo and Todoroki twins. The girls only did it because they thought it will 'protect' Izuku from becoming a hero. The boys, however, had ulterior motives. During Grade School, he met the rest of future Class 1A. They found out he was Quirkless. The boys didn't like him already, but the girls, they didn't mind it at all. They actually found him as someone they should protect. They knew of his dream to becoming a hero, but they didn't want him to be one because of how dangerous the work can be. The boys found out, and they got mad. They persuaded the girls into bullying him, and to stop him from becoming a hero, and they eventually joined in, but only 3 weren't brought to the bullying. 7 Criminals around Russia, Korea, and Japan were all sent to a certain jail in America, "The Unwanted", for having unique diseases that have never been heard of before. Instead of being sent to death, each day they're experimented on by the doctors of the prison. This is to find the demanding cure of the diseases that everyone has been wanting, more specifically the News and social media, to know. An example of the experiments would be the doctors injecting different "vaccines" into the sickened's skin, to see if it helps them or defects them. They get the results back once they draw blood from the tested, diseased subject. They're trapped in cells most of the day after their testing, meaning they're rarely ever out of the cells after being "experimented" on. If they were to disobey this law, then they would be sent to the electric chair. They wouldn't send enough bolts to their heads to kill them though, they just severely damage their health and the way they mentally function. Unfortunately, their memories were whipped out, by the nurses, to the extent of their crimes and people they knew before prison. This leaves the diseased to try and find out why they're there and who they knew before this. Of course, the Nurses don't want this because after the sickened kids committed their crimes, they wanted to commit suicide for an unknown reason. They, the doctors and police, need them alive to find the cure and reason for their diseases to avoid them from spreading or occurring again. Will they be cured or is this thing a whole scheme just to torture some murderers? Who will die or eventually snap? Will the criminals ever find out who they truly were or who they knew?
