Cities have collapsed, people were slain, and on top of that, due to the sudden radiation of the war, 25% of the world's population has gained powers. Powerless humans enslaved the power wielders out of fear and shackled them with metal collars to disable their powers for the time being. However, one organization known as the Power Wielder Enslavement Abolitionists (PWEA) aim to give liberty to all power wielders. Will they be able to defeat The Captor Mafia, a group of people who want to keep the enslavement of power wielders, and accomplish their goal?
