Riley and Jamie were Best Friends. Were. Jamie moved away and the best friends well never got in touch. Riley stayed in California and Jamie moved to Washington. After both girls graduate high school they get into Collage like any other student. Both girls can't afford to get an apartment so Dorm is an automatic answer.
