Trade with the dwarves to the west is important for the kingdom of Terfarine. For that reason, dwarven trade caravans and the human guards that accompany them are given legal protection from the nation's corrupt noble class. That protection comes with restrictions however, one of which is that they must stay out of local matters, no matter how unjust the behavior of the local authorities. The members of the caravans frequently struggle with walking away from acts that would be criminal in their homelands. Sometimes they don't walk away at all.
