He can't leave the palace without permission, and when he does it's not for a fun outing to meet people it's for some sort of meeting. That was until a boy came to him. The boy was a peasant sneaking into the palace. He was hoping to find jewelry or something valuable to steal. By his luck the window he snuck through was that of Louis' bedroom. When Louis awoke by a loud crash, he saw the most handsome boy he's ever seen. Somehow Louis' window is now always open and Harry's sneaking through it every night. Him and Harry stay up to the late hours of the night talking about anything and everything. Louis starts feeling feelings for Harry but keeps them to himself. He can't tell anyone.
