You could say that the Abnormalities are just a special kind of undercover cop - intelligent, fast and they always capture the target no matter what the circumstances. There's one thing that everyone's questioning, though; are the Abnormalities just an urban legend? As no one has actually seen them, let alone talk to one, which is why they're being hunted down and tested to see what separates them from the human society.
