The company that owned it, Vault-Tec, was a government-funded organisation that worked to find ways to preserve human life in the case of global disaster: environmental, nuclear, or otherwise. Due to Y/N's service history, he was allowed into the vault during the nuclear warhead exchange between America and China, and that's where our story starts. The world is screwed up place. Everyone in it just wants peace when it isn't promised to nobody. We work for ourselves to try to improve our ways of life only for someone who has more to take it.
