In this world, countries and humans live together, and there are powers given to the countries at birth/appearance. There's a group in Europe that murders innocent civilians just for the hell of it. They call themselves Emathron. Russia, an investigator/police officer, is tasked with finding and arresting this group of killers and psychopaths. His boss, EU, forces Russia to work with 3 others. Finland, one of the best snipers in the world, Vietnam, a silent and serious policeman, and Kazakhstan, a winged country that can glow when he wants.
