Church and state have combined, reining all of North America with a dominant religion and favored government party chosen by American citizens. State and church negotiate and agree to human sacrificial acts becoming a legal punishment for any offences, from minor to severe. The church agreed in the name of God. The state agreed in the name of legal death.
