After the events on Arkham Island. Lilith vowed for revenge on the Batman for what had happened to Jonathan Crane. 

Creating her own Fear Toxin, she fills in Scarecrow's place in her search for the missing Master of Fear. 

Thanks to Hugo Strange she is soon brought into the dangerous prison facility, Arkham City, where all inmates from both Arkham and Blackgate run free outside of Gotham. 

There she finds clues that Jonathan might actually be alive and is in hiding. 

And once she does find him, Lilith will bring terror to Gotham.
