It has been normalized, but there's a twist, their bodies can't handle these abilities and it kills them slowly each time it is used, and with People dying. Groups of people abusing their power, everyone is slowly realizing that these powers are becoming a huge problem for everyone. Still, no one can speak on the matter as for there are rules and everyone must follow them and worship the god and the powers given.

Earth found a portal to a different world. A world they want to tame. So what do they do? They take as many citizens as they can spare and make an army. They send them through the portal, telling them to slaughter the creatures that live there. Techno really doesn't want to do what the government asked him to do.
