    What if the rule change they announced during the 74th Hunger Games was a legitimate rule change? Two tributes can be crowned victors if they are the last ones standing and are from the same district. Katniss and Peeta won. No problem. The next year, the 75th Hunger Games and third Quarter Quell is announced. No rebellious berry incident means the tributes will not be reaped from the remaining pool of victors. Instead, it will be the brightest and dullest children from each district.
