When a human betrays their kind and has a child with a shapeshifter there is 1/3rd chance the child will come out human, 1/3rd chance they'll come out as a shapeshifter, and 1/3rd chance they'll be a Halfling. Halflings are nothing, they can't take their shapeshifter form but aren't completely human. They have certain characteristics that make it easy to notice like them ears and a nail but nothing else. Their mark is also deformed making it an easy give away. They're freaks.
