She's looks exactly like Steve, even sharing the same last name as him. The Winter Soldier can't tell if this is a mission or a test. A test of how hard can you push him till he breaks. He can't kill the now closest thing he has to Steve, can he? The Winter Soldier can but can the little bit that's left of Bucky in his now controlled body be enough to withstand the orders of HYDRA or will he just continue being HYDRA's little puppet.
