This alternate timeline was created after a supreme kai apprentice from Universe 10 named Zamasu messed up with the Time Ring causing ripples across time and space creating many timelines including this one where General Blue's return to the Red Ribbon Army Headquarters was delayed. Unlike in the original timeline where he was forced by Commander Red to fight Mercenary Tao which led to his death, Blue avoided his fate because by the time he reached the Red Ribbon Army Headquarters, Goku already defeated Mercenary Tao and the Red Ribbon Army.
