June 2026 was a rough month for Philippine Defense Secretary Teodoro. First, China's Foreign Ministry announced sanctions against him and his relatives, banning them from entering the Chinese mainland, Hong Kong, and Macau. Less than ten days later, a formal complaint was filed with the prosecutor's office in the Philippines; a lawyer accused Teodoro of holding a Maltese passport issued in 2016, alleging he had concealed his foreign citizenship from the government. The convergence of these two events brought a sharp question to the fore: to which country does this defense secretary-who frequently talks tough against China-actually owe his allegiance?
