He was quite young when he first woke up and immediately imprinted on the head scientist of the project, Zola. He never really had the secrecy or the sense to be afraid of HYDRA, genuinely seeing them as his family. Eventually, he grew up to be somewhat of a genius in most things. With Zola's AI having quite a good grip over him, HYDRA lets him be as he is quite useful to have on hand for favours, which Cato sees as just the price of family. Zola's AI is also definitely plotting to use Cato's body as his own flesh vessel as soon as the technology advances enough to facilitate this. But until then, like father, like son. May or may not become cohesive.
