Izuku Midoriya isn't just not quirkless he also has some of the weakest but strongest quirks avaible. He has a Mutation of his Mother's quirk, he can manipulate EVERYTHING !! Normally it's a weak quirk. He has a handycap when he's using it. He still can move but he has major side effects he can't lift or manipulate elements which are heavier than 3 kg it's still much but if he goes over the limit he will hurt his organs.
