Belle and Derek are best friends and neither one are willing to kill the other, but when their circumstances change, they have a chance to fight back against the Elders that sentenced them. Meanwhile there are threats by an international terrorist group called The Dark Angels who plan to make a ruckus at the prestigious International Beauty Pageant, the Miss Celestial Galaxy Pageant. Of which Japan is said to be the host of the beauty pageant. Tokyo Metro PD's Commissioner Maria Sato, takes advantage of the misfits in ST FAT in collaboration with Metro PD and Public Safety to form an Interdepartmental Watch over the proceedings. To add more fire into the pot, she chooses Jyunko Nao, a Transgender woman, to go undercover as a contest for the highly conservative Pageantry which has never yet had a transgender enter in the competition.
