The reason for his search of a candidate for this mission was because it was also a job offered by a particular group of characters that hail from the Fire Kingdom. And he did tell the company that he was going to find them a suitable HERO for the job. Todoroki is only a HERO-in-trainer, so he doesn't quite understand the wizards decision. Why, out of all the official HEROs he could have scouted, chooses Shoto Todoroki for the burglar job?

Sayuri is a silent girl who has no parents and has a childhood trauma since Sayuri lost both of her parents when she was very young. They were killed during a shinobi mission when Sayuri was only five years old. She was too young to fully understand what had happened. She remembered waiting for them to come home, only to eventually learn that neither of them was coming back. After losing them, Sayuri became extremely quiet. She stopped expressing her sadness openly and learned to keep most of her feelings inside. She rarely cried in front of other people because she didn't want anyone to see how deeply their deaths affected her. She still remembers small things about her parents: her mother's voice, her father's hands, the way they used to prepare food for her, and the feeling of being held by them. Because she lost the two people she trusted most, Sayuri has difficulty becoming emotionally attached to others. She is afraid of losing someone again. Her silence isn't because she can't speak. She can talk perfectly normally whenever she wants to. She simply became accustomed to keeping her thoughts and feelings to herself after her parents died. She still carries their memories with her, and despite everything she went through, Sayuri remains a gentle and kind-hearted girl.
