While, Jack is rebuilding Los Angeles after World War 3, he encounter gang of human soldiers flocks who used to be part of Jack's short term superhero team called The flocks, before they joined USA's GHOSTS Chief of station. Gotham City is where Paris of our world is and in that world lives the Wayne Family who have experienced a very similar tragedy but twisted. Now the head of the Wayne Family is Thomas Wayne Jr after the death of his parents, his younger brother remains in a coma while being tended to by Dr Pamela Isley who has just returned from a hidden Amazonian island where she found a flower that just might cure him. Meanwhile.. the Court of Owls is ready to begin their plans and for their leader the Owlman.. the hunt is just begining Part 1: The Court of Owls.
