There is a legend of a tribe of people called the Nevgaram. They are a tribe of people that were exterminated 20 years ago. They weren't shapeshifters, but hybrids. They were a race of people who were created by witchcraft in the beginning of time. Each one of the tribe was a different kind of animal hybrid. Everything from chipmunks to bears to wolves. They were said to be extinct, but when a girl name Nyzakra shows up on the border of La Push, the wolves have a choice to make on what to do with this girl, from tribe that was supposed to be extinct.
