What's stopping them from reuniting? Not only are she and the doctor unable to communicate but Rose is often finding herself jumping to past points on the doctor's timeline. Does not follow the timeline exactly. The story will be jumping around the doctor's timeline. However, most of the story will take place after the stolen Earth arc. Torchwood will pick up before the children of Earth but will jump around a bit.

[Torchwood fanfic] Fear was supposed to be behind The Outcast after the Timelords abandoned her in the 21st century. Left alone the half Gallifreyan tried living on her own, and she did for some time, until Torchwood found her. That's when project T.O.M. began and The Outcast became known as subject 20-15-13. After that everything went worse, the experiments, torture, insults, and then the Doomsday Invasion. That's where Outcast's story picked up again for the better, surprisingly, and with her unlikely friend they manage to escape with the chaos of Cybermen and Daleks around them. Will it grow worse for The Outcast once more when Torchwood Three finds her or will her distrust of Torchwood be changed? Her friend loved her new home, but Outcast wasn't one to trust others easily. In fact she just wants to leave the past in the past to find a better future away from those she hates, but of course when aliens attack it won't be easy to just leave Shylah behind to face the attack with the Torchwood members. With that burdening her escape plans she decides to end the fight quickly... That is easier thought than done though...

3 years after Jack and Ianto get married they adopt baby Mel. -Jack isn't immortal.- It's Torchwood so yes there will be violence.
