It has been deemed ungovernable dangerous territory. The story is based in and around the School of Minerva (Athena) that is located on the main planet Jupiter. The School of Minerva is a place for all of the young adults in the Galaxy to attend and learn the trades of not just their own planets but of all 9. However, only a select few are chosen to attend. A quota must be filled from each planet including Earth despite much controversy. But, to maintain order, only the children who are born on the planet Earth are allowed to enter. Students live on campus and go to classes as instructed. Hostility over planet origin is not tolerated. To safeguard against this, there are designated dorms for each of the 9 planets.
