After the main chaos was over and reconstruction began, there was a massive amount of crime that police were unable to stop. The few cities who weren't affected by the earthquakes came together for an idea: to teach the next generation to fight crime. In order to do this, the countries developed the idea of a vigilante academy. Some get it unknowingly, while others never do, no matter how much they try. When an illegal experiment results in catastrophe, the whole world is at risk, and it's only chance of survival is an unstable teenage girl with a box of matches.
