Now, the expansion didn't necessarily happen canonically, but I imagine she didn't start with every island under her control but instead pushed outward. You were always able to notice how people's partialities and biases affected the way they treated others. After all it wasn't so difficult to spot. You yourself had your own. And you yourself had to pretend not to notice when others judged you based on theirs. Being you couldn't truly be described as easy.
