Most of the time these laws are delicately placed to avoid harm, and to keep everyone happy. They're flawless, and admirable, and that is why the beings look to the protectors as gods. However despite the perfect appearance, nothing is perfect. A single flaw can slip through, ruining the lives of thousands and setting off a snowball effect. This is that snowball effect in action.
