so the four heavenly kings have die but got reincarnation so they got a second life in the world of rwby the characters may be a little of oc sense the the world of rwdy don't have food like in toriko so the four heavenly kings will have different goals they will be in different families like toriko will be yangs and ruby's brother that's all I'm going to say also imagine them more younger like teens and if you have ideas for the story or ocs I'm glad to listen but the ocs will be in the villain side and don't worry the four heavenly kings will still have their abilities but I need to make them fit in the world of rwby so they will have semblences I'm also ears to hear your idea for their semblances.
