Rei was raised by two human parents till he was kidnapped by a ghoul called Big Madam. He was raised as a pet and a scrapper for a secret society of upper class ghouls called the ghoul restaurant. He was tortured multiple times so he could no longer feel pain and entertained the customers. The first death he caused made him feel sick for days but eventually his sense of morality faded and he started killing more frequently and sadistically, until the commission of the counter ghoul found this restaurant and saved him, however his violent behavior continued to flourish.
He bumped into a snitch killer who attempted to kill him, mistaking him for one the traitorous members of the clan but Juuzo killed him instead to survive, he followed the tracks that the man had left to see where it came from and ended up with the gang, he was already previously trained but after taking up the role to fill the spot the man had previously left, he trained more to fit the job. Juuzou lost his  understanding of emotions and his morals were missing and he no longer feels any pain or fear as a result of his experience with the big Madam.
