Romulo and Remo were in disagreement after the interpretation of some signs, Remus seeing six birds in the sky pointing towards Mount Aventine, interpreted that they should found the future city on this mount.  But his brother Romulus understood it differently, since the birds were on Mount Palatine, and this was the place on which the future City should be founded.

Romulus marked the limits of his city with a plow, while he swore to kill anyone who dared to cross the limits without his consent.  His brother Remus, mocking his, decided to go beyond the limits, mocking his authority, Romulus kept his word, took him prisoner.  Later the confinement was at the top of the Palatine Hill.
