As for Ratana's planet, she sent the crystals to them by making the crystals choose an owner to have the magic that it deserves, almost everyone had it and not much powerful but were able to use it. To how the doctor manage to find out, as it said generations to generations, the genes of their parents who already have the crystal in hand as a price of jewelry or heirloom to them, the coursing magic went around to the DNA circulation, causing them to have a discovery of their magic they have or what doctor said was a 'quirk'....But nothing much got into detail but suspicions were confirmed having a magic objects in order for the power or strongly work. The first to ever had the crystal was the first King of the Velaris, Shoyo' great grandfather of the 1st generation of the Hinata family, Tadao Hinata who had the crystal power of Blue Calcite, a crystal power where he had a power of mind manipulation and telepathy. Shoyo and a Izuku were 56th generation of the Hinata Family and the last reigning family for the planet.
