Issei is izuku's best friend and they met because izuku and he were getting bullied and they started to grow more fond of each other and became close and then had a brother relationship with issei and izuku's would always talk after school to avoid bullies which only brought them closer.
In this issei will NOT have a harem instead one relationship with someone of my choice.
