Both children of unknown parents,
They were left at an orphanage as newborn babies. Nobody wanted to adopt them. Even though they weren't related they were inseparable and their quirks that manifested were deemed too dangerous of a combination with their erratic behavior and as a result they were too much of a hassle for other families too adopt. They were adopted by a widowed woman who had lost her husband and her child in a villain attack. They instantly grew a bond with her they left with her the same day.
She was strict and had a no bs attitude.
With them having dangerous quirks she took them to a therapist to help them keep their quirks in check wich worked and after that they were sent to their first school.

He is able to grow katana blades out of his arms and head with added benefit of extra strength,speed and an extremely strong bite force rivaling the bite of  Timberwolves at around 1,000 psi, this only occurs once his head is transformed. (Picture below)
Added info:blades appear to be almost unbreakable slicing easily into cobalt without chipping the blade.

Denji Musashi
Age:15
Quirk: Chainsaw
By pulling the rip cord on his chest he can grow chainsaws from his arms,legs and face. With the added bonuses of strength,speed and bite force equal to an alligator snapping turtle with the added razor sharp teeth. (Picture shown below)

The brothers were detained after vandalizing a billboard and resisting arrest by trying to run away until they were caught by Mt Lady and Kamui woods.

Unlawful use of quirks (using their quirks to scale a building so they could reach the billboard)

Littering

Trespassing (accessing a rooftop of the Hero Gun Head)
