Hogwarts is a university
Pupils attend Hogwarts when they graduate from muggle school, this not only provides them with a basis of knowledge within the muggle world, but it also prevents the use of underage magic, as young students, specifically given the knowledge of how to perform magic can more easily lose control.
Witches and wizards are not permitted to use magic outside of Hogwarts until they turn 21, even then they are only permitted to use grade 1 spells, and as they age the spell levels increase, levels are graded based on how they impact other people and the community(for example alohamora would be grade 1), this tracking is monitored until they graduate and can use all magic (appropriately... so no unforgivable curses!)
The Ministry of Magic has found that this course of action has not only increased the working relationship between muggles and wizards but also provided the best outcome for the wizarding world as it provides young adults with the appropriate information and knowledge to one day join the wizarding world as a professional in whatever field they have chosen to pursue.
Some wizarding families can provide their kids with tutors that can teach them about the wizarding world, in terms such as history and book knowledge but the teaching of spells is not permitted and could come with consequences possibly as severe as Azkaban (depending on the magic used).
