"Welcome, everyone. This past year has gone by so fast and I, Fredrick Flickerman, am exited to tell you all about this years quarter quell, as you know this years Hunger Games will be the biggest and the best of them all, so the capital has spared no expense! So on that note, this years twist is, the tributes choosen for this years Hunger Games, will have powers!!!!"
*Screams and cheers in the crowd*
"Oh yes you heard right, powers!!!! The power that the tributes get will be chosen at random, and the tributes will be able to practice with them during the designated training days! Also I have two other very exiciting announcements. First, you the people of the capitol will be able to vote for the arena, and the four very special things that happen in it. Secondly, there will be two victors, not one, but two!!"
*Crowd screams and cheers*
