Digital art is hard to get into of course because of multiple programs that available and don't get me started on the whole what you can do in the programs.

The first step is choosing a program, but how do you go about this?
You have to put consideration that the choice of device and how much money are you willing to put in. If you're on a PC then you have more options than a tablet or phone does. Art programs can range from: being free to use to cost over 100 US dollars to pay a monthly fee.

Another consideration is if you on a PC are you going to use a tablet? That gadget can cost anywhere from $10 to $1000 in the US. Do you want one that has all the bells and whistles, or one that simply gets the job done?

The most important thing to remember is that more money does not equate to being better. If you can get the job done on a free program and minimal tablet that cost only 5 bucks on eBay and enjoy while you make art, then go for it.
