I would think it would depend on who is hugging him. If it's children, friends, family, he's very much okay with giving and receiving hugs. With family-friends who he hasn't seen, or friend of a friend coming to suddenly introduce themselves to him with a hug - he will be a stiff, but not outwardly rejecting a hug from them, and will patiently pat them back on the back. If it was a stranger, he would not like that and will politely ask them to let him go.
If he sees someone who could use a hug, he would give them willingly (with permission, of course), and allow that type of squeeze that makes you feel secure and safe in his arms. He would rub his hand up and down their back to try and keep them grounded and warm, and sometimes rock from side-to-side, if needed. I think James gives very nice hugs!
If he were to have a partner, he would most definitely love to get and give out hugs to them - and add on head kisses whenever you give or receive him one, too, because head kisses are so nice with hugs. Give him any reason and he will not hesitate to give you a hug, nor refuse you to hug him.
