Prologue

The neon lights of the city were a sight to behold. Green, blue, and purple all polluted the night sky with bright colors. It was as if a million fireflies haunted it. You could go entirely blind by just looking at the vibrancy from afar. People flooded the streets when the clock struck 12 at midnight. The highways were covered by cheap automobiles and turbo sports cars alike. The skyscrapers themselves were taller than the Empire State Building in New York. So tall, that you could drop a coin from the top of one and not just kill someone, but impale their entire body right through the middle. If a person were to stare at it, one could only assume that the city was a very peaceful place, filled with all kinds of good minded people... but they couldn't be far from the truth...

The New Kaiser Project:
   In 2025 the President of the United States announced a plan to protect the citizens of the USA more than he and his fellow political leaders ever had before. Politicians and government powers alike were thrilled at the idea of the project but the public did not appreciate the plan at all. The plan was to gather all the inmates of American prisons, jails, detention centers, and juveniles and conjoin them in one large city. The construction of the it took 10 years and the removal of prisoners took only 2 but, in the end... the plan was successful. All American inmates from age 16-90 were placed into the city under tight military control. They were given food, supplies, shelter, currency, and living quarters. Schools were built for children born in the city and housing was made for the families that grew gradually within it. Anybody outside the city who was accused of a single act of crime were immediately placed in the walls of the city.
