Kaito is friends with Takemichi in his group in the past. They decided to create a gang like most delinquents do, thought Kaito was the able person most suitable to be in a Gang as he was fit and knew how to fight, specifically kickboxing. Though he kept this a secret so people can underestimate him which helped make fights easier.

Reporter: Moving On, the escalating dispute between Tokyo Manji Gang has now claimed innocent victims.
Takemichi: Wait, seriously? That's insane

Another shocking event, UFC's lightweight ranked 2 fighter, Kaito Okkotsu was murdered last night in his home in Shibuya, Tokyo. Police reports show that he was robbed and was killed during the robbery.
