Yeong do was worried about her being out there all on her own and he didn't want to let her go he thought it would just be safer if she stayed with his sister and kept his sister company.
He knew he shouldn't worry and that she could do fine and make it on her own but she was almost killed and the country had spies and thief's and who knows when she could be in danger.
