[At Beacon Tower]
Ozpin was sitting in his office. On his screen were the five silhouettes of the Vale Council.
"Headmaster Ozpin. We advise you to reconsider," One of them said.
"I did. My answer is still no," Ozpin said.
"All we are asking for is a background investigation into your students."
"And like I said. That is not necessary," Ozpin replied.
"Be reasonable. You admitted Qrow Branwen and Raven Branwen, two bandits, who utilized the knowledge to lead the downfall of numerous huntsmen and huntresses."
"Your information needs updating," Ozpin said.
"While Raven Branwen has used the knowledge she obtained to destroy huntsmen and huntresses and forward the Branwen tribe, Qrow Branwen has proven himself time and time again as a true protector of Remnant."
"He continues to give his life for others."
"Still, he can't escape his past. Many citizens are calling for his resignation and his arrest."
"Yes. However, we assure you that he will receive a fair trial."
"In Vale or Mistral?" Ozpin asked.
The five remained silent for a few seconds.
"In Mistral. Although he has emigrated to Vale, he'll be extradited to Mistral to stand trial."
"However, we have talked to the Mistral government. They will take into consideration all of Qrow Branwen's achievements and service to Remnant."
"All we ask is for your cooperation so that this doesn't get out of hand."
"No," Ozpin said.
"Headmaster Ozpin. What did you say?"
"I said: "No," Ozpin replied.
"Headmaster Ozpin. I realize this may be difficult considering your friendship with Mr. Branwen, but understand that we have to do this for the good of Remnant."
"You must know. In the end, we are only thinking about the safety of the students and Vale."
"My students? Then, what about Jaune Arc?" Ozpin asked.
The room fell silent.
"What about him?" One of the council asked with disdain in his voice.
"He was my student. A student that I believed could become a great huntsman," Ozpin said.
"But you all forced my hand to expel him. I pleaded, but you didn't listen."
"He didn't belong at Beacon."
"And you can still say that despite his victory against not only the students but the faculty and myself?" Ozpin asked.
"Hmph. I find it funny that you are so public with your humiliating defeat at the hands of that criminal," One of the council said.
The council began to reveal their true feelings. However, their taunts were childish and ineffective.
"So what if I lost to him? That doesn't change the fact that Jaune Arc has grown stronger in a short amount of time," Ozpin said.
"Strong enough to fight the students and huntsmen and huntresses by himself."
"See. I knew he had potential, but all of you, the Vale council, did not see it that way."
"You forced my hand to expel him, believing he wasn't worth the training my academy could offer him."
"And in the end...You cost me a great warrior."
