This is TbhHonest if he wasn't actually framed. I have this headcanon/au that he was the one who released the dragon, and did plan to blow up the major bases before he was caught. He also saw Dino snipe Wiktoria (which he did, but y'know, we normally ignore that-), but he chose to keep it to himself 'cause he knew it would cause chaos. When L4FF came, Tbh saw it as an advantage and would try to move his friends in the general direction of the robot so it could kill them.
