So, I had a horrible thought; What if someone is making a philosopher stone with all the recent deaths. It only takes 10,000 souls to make a small one. Those are used to give the bearer immortality the failed attempts can make the bearer into homunculi. The philosopher is created by the more darker and selfish side alchemy.   

(Y/N) Alien: "Sir Integra why haven't we found a way to co-exist with the vampires? there are ways to do so."

Sir Pennwood: What would you have us do? 

(Y/N) Alien: Simple the blood that we can't use from blood banks. Once it's been cleaned, we can make it into an elixir that keeps their thirst in check. Mix the blood with the calming elixir and then have them drink it. To make sure they are regularly fed we can track them and when it's time for them to feed they can be located, and hand delivered the packet. They will need to come in every three months for a face-to-face health check.

Sir Irons: This is preposterous co-exist with vampires. What about the ghouls they make? hmm.. We can't just forget the victims of these attacks.

(Y/N) Alien: If I can get to them at least 12 hours after the bite and before the rot has set in I can save the person. We will need a private hospital like facility to have them recover with the best phycological therapy and physical therapy.

Sir Pennwood: How would you do that/ You can't possibly treat that many people at once.

(Y/N) Alien: "Alchemy and cloning. The rest I can't go into without getting everyone in trouble with my higher ups."

Pennwood; "How do we train these vampires to live civil with us?"

Sir Integra: "We don't we give them a choice. Life of civil co-existence or death."

(Y/N) Alien: The people that are turned but want to live a normal life co-existing with humans can be adapted to live in society just at night. The others will be destroyed.

Sir irons: This is an outrage. Vampires living among humans peacefully what's next aliens.

(Y/N) Alien: Actually, Ets have co-existed and bred with humans for thousands of years. They have lived on this planet just as long as humans.

(Y/N) Alien: Yes, if you look at the numbers of "ghost pregnancies and unexplainable miscarriages per year. When there is a large spike in them that's when the hybrids are harvested.

Sir Irons: Who would govern these creatures? 

That depends really, they might not want to listen to a human simply because humans don't have that perspective. They could live as a democracy or a monarchy, but their leader needs to be a Vampire. Alucard would be able to do this task if permitted.
