When Ganondorf revived after what happened in Ocarina of Time, he filled with a grudge and began to hire many villains from other franchises. Modernization was taking over steam locomotives, and Ganondorf took advantage of that and hired Peter Theodore Boomer, whom we know as P.T. Boomer. Boomer illegally installs a hydraulic claw on a BR Class 42 "Warship" which he would call Diesel 10. During that, Ganondorf meets the King of Latveria, Doctor Doom who would agree to join the club, but an idea came to P.T. Boomer's mind, he would invite the Toppat Clan and the King of Darkness accepts them with open arms.
They decided to buy more diesel locomotives like D261, a BR Class 40 that once visited the Island of Sodor and its reputation was tarnished. Same for D199, a BR Class 46 that once visited Sodor with companion of D7101, but D7101 was not rude like his partner, they both broke down, but D199 was fired from the North Western Railway. So Ganondorf decided to take D261 and D199 to his villainy club.
