He might be guilty. I saw a theory on YouTube. It said that: Ted can be Cece and Bethany's father. Bethany and Cece can be sisters. I found a connection between these to theory. Bethany was killed because the murderer think that Bethany was Alison. That's why Ted put this sentence on the board.
