What do the devils seek?

Human disappearance is more common of late and almost every wall is filled with missing posters.

What does it have to do with the VR game that's been trending lately?
What is real? What is not?

The devil's minions seek human flesh. They don't seem to be acting out of their own will.

They seem very sad and their eyes beg us to end them.

Some minions are tamed with muzzles.
Domesticated minions used as an object of entertainment make me nauseous.

Some deceive with a face resembling an innocent child, covered with a muzzle meant for beasts.

Some roam free, searching for their next prey.

I'm home. But no one's home.
The whole Neighbourhood is deserted.
The security guard's post is empty too.
An abandoned police car parked in the middle of the road. Where did the police go? An assault? But there are no traces of struggle.
The radio is still giving orders but most of it is only static noise.
Well, that's not the only strange thing.

Why is a dead(?) Devil lying in the corner of the sidewalk.

There are a lot of conspiracy theories about it.
Some say they are a group of vigilantes who eliminate only the humans that went astray from the moral rules the society had set.
The devils were even revered for a while since the crime rate plunged ever so low in the history of our "harmonious" civilization.

Then what is a dead vigilante's body doing in the ditch and why does my gut says that the "devils" are NOT what the humans think they are?
