An ex-scientist who was released from a psych ward contacted the government and persuaded them to allow him to test something on some civilians. They selected the village of Silksbury, a small, low populated area and the scientist was given a laboratory on a hill surveying the village.

Everyone in the village was given a few injections which allowed them to heal quicker, survive up to one and a half months without water and three months without food. The scientist's creation failed. And said injections made half-dead, immortal people. Soon to be named roamers.

However.

This injection was only given to adults, and it turned them into what children saw as zombies. They had enhanced smell, most of them were blind but hearing never changed. The infected's skin would change to blue-ish purple and their voice would become incomprehensibly distorted. They could smell who had and didn't have the injection, and if they came in contact with non infected blood it would change the human into the zombie.

These mutated 'humans' had no need to drink, eat or do anything. They were dead souls which roamed and didn't die.

Every single adult was forced into this and the children were turned by their parents when they returned home. Silksbury was put onto lockdown, nobody was to enter or leave. Guards were positioned around the village and the scientist was executed after the government realised what was happening to the people of the village.
