Puppet states are completely controlled by the Master state The country is trapped inside their body, and why they are aware of everything that is happening, they cannot do anything as they have no control over their body and have to watch what the Master state makes them do, kinda like how the people have to watch the puppet government do things they don't like. The more rebellions or resistance that exists against the puppet government, the weaker the control of the master state is. To show they are a puppet state, the eyes of the puppet state are the same colour as their master state.
