When a person turns 16, they are made to, by law, take a classification test.
There are three main classifications that a person can receive:
Neutral: Just a normal person—no caregiver or little instincts (64% possibility)
Caregiver: A person with strong instincts to care for someone else, mainly a little (21% possibility)
Little: A person who either fully or temporarily regresses to a (usually younger) mind set (15% possibly)
Once a person of given their classification, accommodations are made that differ on a person's title.
Some rules are:
-A little must have a registered caregiver
-A little must be little for a minimum of half of a regular 30-31 day month to remain healthy
-A little cannot perform any jobs that would put their life at risk
-Littles must have with them a soothing item of their choice at all times, big or little (a soothing item is meant to calm down a little, or help them slip into their headspace easier)
-A neutral cannot legally register as a caregiver for a little, but they can register as an emergency caretaker (a person who would watch after a little in the case that something had happened to the original caregiver)

Nick Fury: neutral
Steve: neutral
Maria Hill: neutral
Clint: caregiver
Bruce: neutral
Peter Parker: neutral with caregiver tendencies
Stephen Strange: neutral with little tendencies
Dr. Raynor: neutral
John Walker: neutral with anger issues
